THE PINE BROOK HILLS HOMEOWNERS ASSOCIATION

The quarterly meeting of the PBH Homeowners
Association was called to order by Pam Creswell, President, at 7:05 p.m. on
June 17, 2005, in the Creswell/Swanton home, the Community Center being
unavailable because of reservoir construction.
- Minutes: After a correction of the date on
which the meeting took place, Suzanne Adams moved that the minutes of
March 1, 2005, be approved. Alex Baris seconded the motion, which passed
unanimously.
- Treasurer’s Report: Alex Baris submitted the
treasurer’s report, a copy of which is appended to these minutes.Pam
Creswell moved that the emergency/contingency fund appear as a footnote on
the budget report. Al Gerrish seconded the motion, which passed
unanimously. It was noted that the HOA has applied for a $30,000 matching
grant for fire mitigation. Suzanne Adams reported on a suggestion from RJ
Smith, the inventor of the Fire Scout, an early fire detection system,
that Fire Scouts be deployed in Sunshine Canyon to survey the dry,
sun-baked southern flank of Pine Brook Hills. The Boulder Mountain Fire
Protection District has obtained a grant from Homeland Security, $36,000
of which will provide Fire Scouts within the district; Fire Scout
placement in Sunshine Canyon would be outside the district, targeting PBH
and complementing the Fire District’s effort. Pam Creswell moved to
authorize Suzanne to look into the purchase of Fire Scouts with a maximum
expenditure of $5000. The proposal would then be submitted to the
membership at the next general meeting. Tim Triggs seconded the motion,
which passed unanimously. Approximately 60% of the potential members of
the HOA have submitted dues, which is lower than in past years. It was
decided to include a mention of the Beetle Busters in the next dues
letter, plus a breakdown of how dues money is being spent. A “string
around the finger” logo could be used. The summer issue of The Pine Brook
Press will also include the dues issue and a narrative about the use of
the funds.
- Insurance: Presently the HOA is only insured
for any accidents happening at the Community Center. Coverage for the
organization and the board would cost $200 a month. The issue was tabled
until the next meeting so that further research on the matter could take
place.
- Recreational Use of the Reservoir: This issue
was also tabled, as it is unclear whether it would be safe even to have a
hiking trail near the reservoir. The issue will be re-examined when
reservoir construction is complete.
- PBH Night at the Colorado Music Festival: It
was decided to change the date of the proposed music program to July
15 from July 22.
- Use of the Community Center: The need for
guidelines in this matter was again agreed. Several suggestions were made,
including that we solicit for a volunteer who would handle the checking in
and out procedures for a fee, and that we charge a higher rate to any
Boulder Heights residents, reflecting the fact that Pine Brook volunteers
have already paid for the meeting room through contributions. The Pine
Brook Press will carry a notice of the need for such a volunteer.
- Square Dance: It was agreed that the meeting
and the square dance can be held on the same evening, to eliminate the
need for two meetings in one week. Suzanne Adams agreed to co-hostess the
event.
- October Program: Two program suggestions
were made: a panel discussion on alternative energy and energy-related
issues, and a talk by the past Princess of Burma, Ingrid Sargeant. There
was also discussion of a possible community work day to improve the
emergency evacuation route from South Cedar Brook.
As there was no other business, the meeting was
adjourned at 8:50 p.m.
